P5 has every incentive to make transfer rules as easy as they want to between NCAA and P% (unidirectional) and difficult inter-conference.

Lot's of little things like this to make P5 ultimately far more attractive to top athletes than they even are now:

1) Dominant TV network contracts
2) Revenue sharing - paid athletes
3) slacking academic rules if schools support it (which many will)

on and on.. I see this making the P5 more of a semi-pro league than amatur at all.
