Can the G5 govern their own conferences, for example can they make a rule that
says any player can transfer out of conference and play immediately? If they did they might be able to land some disgruntled players from the P5. Seems only fair that if the P5 can make rules without the blessing of the G5, then the G5 should be able to do so also.
