What doubt? Wisconsin is a powerhouse and a household name in college football.
I wouldn't say they are elite, but I would say they are a top 15 type program.
Utah is a mid/low P5 team. Maybe top 40-50 range. Nobody cares about Utah outside of the SL Valley.
If Gary comes back, it will be because of intangables. Not because Utah has anything on Wisconsin in football terms.
