While I think the Wisconsin QB didn't help himself
by doing something a little different he did signal TO as soon as he set it down. The reffs should have stopped the clock immediately. If they didn't know what was going on they should have stopped the clock and had a conference. But the kicker is the umpire standing over the ball for 2+ seconds and not allowing WI to snap the ball. The QB should have had time to clock it again and save the officials from their ineptitude.
This is worse than what happened in the OK/OR game, the BYU/AZ game where they waved off running into the punt returner (actually that may be worse), of anything that happened in the BYU/Utah game the next week.
I don't think PAC reffs suck, I think they cheat.
