It's clear that Mathews did pull down the DB but it's also just as clear that Porter is blocking him out of bounds instead of trying to make a play on the jump ball pass. Porter is a 5'9" DB and Mathews is a 6'6" Wr with NBA hops (37" vertical). Porter shows he has no intention on playing the ball. His play is to keep Mathews from geting to it because in a jump ball situation Porter knows he'll lose 100 times out of 100.
