Couple things
1. There has to be some reason to believe they would want to come to BYU. I call this the paycheck/serious ties to the school rule. Very few coaches want to sacrifice bigger money to come to Provo, unless they have a very firm tie with the program. Even guys like Wittingham decided not to coach BYU in the end, despite being a Cougar.

2. I want them to have shown some sort of semblance that they can coach. I am not saying only Nick Saban and Les Miles qualify. Just that they have to coached in the big times at some level and succeeded. E.g. Sitake meets this rule as he has coached the Utah defense relatively well for a few years.

3. They have to qualify for the churches standards. Berate the idea all you want, BYU coaches need to meet standards set by the church, which for the most part means they have to be LDS. I suppose you could find someone who meets the standards who isn't, but it's hard to imagine that happening.

That's about, but these rules disqualify about 95% of the people Cbers list every day.
