Las Vegas with a beach. I prefer PDC, and you can hop on the ferry to Cozumel

If you do opt for the PDC area, try the Ceiba del Mar hotel in Puerto Morelos.

You can easily get to Tulum for ruins from PDC, and also the cenotes.
