Your total includes a $17 million "loan" from the State to cover your
non-payment from the PAC-12. So, in reality, Utah is actually already spending what they expect to receive from the PAC-12 and even then Utah's budget is still $7 million lower than the 11th-lowest team budget in the conference - and $5 million below the lowest budget in the Big 12.
