There isn't enough talent in Utah to support three D1 programs at a high level.
If one school took all or almost all of the top in-state talent they could probably compete on a national level but when you split those recruits three ways, you have to supplement with a lot of kids from other places.
Fortunately for BYU they can recruit kids from all over the country.
