Do you need an official requirement in order to receive

recognition for inclusion among the group? Notre Dame has official inclusion even though only the ACC and the SEC have the requirement.

I do vaguely remember something about the Big 12 looking at making a requirement after having both TCU and Baylor excluded from the playoff however.
