The West Virginia dilemma relates to Olympic sports, not football. A longer flight once every other year isn't that big of a deal for football.
So, BYU is already in the WCC and San Diego St. could easily fit into the Big West. In fact, that is where SDSU was headed a couple of years ago before all the Big East stuff hit the fan (Boise St. and SDSU were going to join the Big East for football only). So, the Big 12 could pull the trigger on this type of expansion without even having to really worry about Olympic sports issues (Sunday play, travel, etc.).
A Football Only invite helps to solve some of the revenue distribution issues. As football only members, BYU and SDSU would receive a lesser portion. And, BYU and SDSU give the Big 12 TV partners inventory for the later kickoff time slots - ie, 7 or 8pm Pacific time. That's not just additional inventory - that's NEW inventory. Currently, the TV partners (ESPN and FOX) only play PAC 12, MWC, or BYU games in that time slot. THAT new inventory alone could pay for the amount BYU and SDSU receive from the deal - at least until a new Big 12 TV deal is inked a decade from now.
However, I could see many scenarios in which the Big 12 and the newcomers agree that the existing Big 12 TV deal would stay in place with only current Big 12 members through the end of the contract (through 2025, I believe).
BYU would keep its current ESPN deal through 2019 and extend (or replace it) for another 5 or 6 year term - through 2025. SDSU would be free to contract with ESPN or FOX or NBC or CBS or whoever on its own during the interim period. With at least four Big 12 opponents on the home schedule, I'm fairly certain SDSU could get a much better deal than the Aztecs currently enjoy in the MWC.
Also, a Football Only deal could contractually be drafted as an affiliation rather than membership. This way, the Big 12 could use the Football Only contract as a test drive. The Big 12 could elect not to renew the contract if it doesn't work out as hoped.
