I can think of a lot of reasons

A lot of people use office restrooms to change clothes, a lot of guys are not buttoned up when they turn around from the urinal, etc. It wouldn't be a a big deal if it were just stalls, but just about every office that I've ever worked in has had some need for restroom privacy from the opposite gender.
