The difference with that is that they sign a player from the same year.

They are talking about tendencies and strengths and weaknesses of that team with those players. In college, it is two years removed from being that team.

Even in the NFL I think it has proven that teams gain very little by signing those players. They do it in hopes of gaining a tiny little bit that might help them, but overall I don't think the signing of free agents has proven to effect winning percentages.
