BYU has two rules for sports expenditures
•1: Nothing from the Tithing fund.
•2: Nothing from "student fees".
This means all BYU sports must be self-supporting. So basically Football and Basketball are paying for everything else. So unless some deep pocket booster wanted to foot the bill for the foundation work, it wasn't going to happen.
