As some have said here, there are reasons they can't just throw a ton of money into it, there are structural reasons and funding reasons that go into decisions. Not just "let's throw every cent we have or don't have into it to get the biggest fanciest thing we can".
I won't pretend to know their true reasons because I don't. But I doubt it's just because they're being cheep.
