I wouldn't say cheap
because the equipment BYU has in various layouts on campus are not cheap. They are fiscally sound yet reach technically into a more practical application. I'll use GaTech as an example.

Tech put in 70 million into their renovations early 2000. Connections to booths were so poorly done that the equipment BYU had/has and uses for games had to be "recreated". So what is normally (best standard practices) had to be pig tailed. We got the work done, but the money was spent on the facade if you will instead of the bones.

BYU thinks BONES first then make it pretty. SEC/ACC schools from all my travels and and games are just the opposite.
