California Central Valley Question

From what I can tell from reading online, the area around Tulare and Visalia would be a pretty horrible place to live, right? Trying to decide if it's even worth a conversation with a prospective employer located in the area. My initial thought is its not worth having the conversation.

Anyone with any insight on the area?
