It depends. If Utah was crappy old Utah of old, they might not be in. If TCU was
TCU of the mid 1990's, they don't have a prayer.
And then there is Maryland and Rutgers, which seem to have been picked up for TV market purposes.
Some have been picked up because they were good at the right time, and they filled a need. Others were picked up because the conference in question wanted into the market the school occupied.
