happen. Addicts will get more drugs regardless of monitoring and because in your world all drugs will be legal, there will be many more addicts. Some people who would normally not try drugs because they are illegal may now try them and with increase of users, the increase of addicts will follow as will the increase of overdoses and overdose deaths
