Oklahoma may eventually leave anyway.
Still, I think that TCU and WVU were the right adds for a number of reasons for the Big 12 at that particular time. They were pretty much up against the clock, but I don't think they needed to act rashly either. No need to add 4 teams when they only needed 2 at the time. Those "commuter schools" will still be there, and sure enough, they are.
I also think it makes sense for them to try and go east where there are bigger markets, and especially since they added WVU... not central or mountain. Central and mountain time zone markets are small-time in comparison to eastern markets. The only team that makes sense at all from the central or mountain time zone is BYU because they have the SLC market, but also grab a large portion of the other mountain states, and a good portion of the west coast. Lump those all together, and you'd maybe have the equivalent of a semi-large eastern market, but there are other issues to contend with there imo.
The Pac 12 is NOT a vulnerable conference. I don't know where you're getting that from. If there is a Pac 12 president that elects to have their school join the Big 12, given the current landscape, then they are certifiable.
