That assumption is that BYU was clearly the best choice for inclusion and the only reason BYU isn't in it because it blew it or didn't want it bad enough or some such nonsense.

But your assumption is wrong and doesn't jibe with what we know.

The Big 12 didn't choose BYU because it didn't see BYU as the best fit.
