Based upon what you just said, it could easily be implied.
And if it is true, and BYU walked at a time that the B12 really needed BYU to help them with stability, it is easy to see why they might not have good feelings about BYU now, and not want to roll out the red carpet.
No idea if it is true or not, but if it is, BYU might have doomed itself on this one.
