The prosecutor said that the actions didn't support a charge of sexual assault,
which makes it sound like the claims weren't legitimate. I don't know, all I know is that he was never even charged, there was apparently evidence that contradicted her claims, and that the prosecutor said that the facts didn't even justify a charge. There's no doubt that Ratliff was misbehaving, but it also sounds like the claims (of something that happened in a very public place with lots of witnesses) weren't really supported, at least that seems to be the case based on what the prosecutor said.
