There are a lot of factors
time slot, day of the week, channel, opponent's fan base, strength of your team, strength of the opponent's team, and star players.
It appears to me that Utah gets hidden by the PAC 12 in years of being down, but the numbers can jump dramatically in ranked years. The ESPN contract does the same thing to BYU, where most of the blah games are on ESPNU to fulfill their requirements.
