At that time it required all 10 presidents to approve any new members. Now it requires 9 presidents to sign off, so BYU going to the PAC is not as much a pipe dream as some here think.

In the 90s, according to a past BYU AD, all of the PAC ADs and 9 of 10 Presidents were in favor of adding BYU. The Cal President vetoed the idea so BYU was not invited.

However, with the current gay marriage issues BYU may be in worse shape than they were in 2011.
