IMO, this makes sense
since is restores what the PAC has always claimed to favor - natural rivalries. And whether the discussions actually go anywhere, I am sure Scott has had these discussions with BYU and CSU. He would be remiss if he had not had them.

When the PAC poached Colorado a few years ago Scott wanted to take BYU as well, but the PAC presidents (two of them anyway) told him no. So he settled for Utah. At that time it required all 10 presidents to approve any new members. Now it requires 9 presidents to sign off, so BYU going to the PAC is not as much a pipe dream as some here think.

In the 90s, according to a past BYU AD, all of the PAC ADs and 9 of 10 Presidents were in favor of adding BYU. The Cal President vetoed the idea so BYU was not invited.

However, with the current gay marriage issues BYU may be in worse shape than they were in 2011.
