Who cares if they are not major players in those markets...
Espn is losing viewership losing viewership means less advertising $ Big12 expands east can help espn get a larger viewership because now you have Texas, Oklahoma, TCU, Baylor, OSU, etc. Who in those regions will not turn into watch?
Plus BYU is out west and the cost to travel from coast to coast. There is also yhe fact BYU only brought in a viewership of 960k that is not good for Espn.
