Generally, assault means no contact. Battery is contact.
I'm not up to speed on Utah's specific statute. But (generally) assault implies you made a threatening move toward somebody, with the ability and apparent intent to batter (hit, strike, touch) them. I'm playing fast and lose with the adjectives.

But, usually, saying someone is being charged with assault implies they did not actually strike or hit someone, unless they are also charged with battery.
