I think that Pres. Hinckley started looking closely at some data from outside
Of Provo.

I recently went to a fireside on preparing for college in State, (Georgia) and for church schools.

The gentlemen who was handling the portion on In state schools (who was a Dean of Literature at a community college) said that he had been following in State students that were LDS, both RM's and straight out of high school, and that of all the students he had followed, (he estimated at around 500 students) had all gone inactive during the time they were in Georgia school.

I'm sure those types of stats led to that decision. I'm guessing those numbers are even worse coming from other countries.
