Actually, 1% of $1.5 bil = $15 mil. Yes, it's true that's a larger number than the combined salaries of all BYU coaches. However, the Church isn't paying $1.5 bil/yr for the mall. And the mall will be around for a very long time. Let's say at least 20 years. Over that time, BYU will have paid its coaches far more than $15 mil. I'd guess it's closer to 10%. For what that's worth.

Nobody is arguing that BYU should pay better for their program. But you have fallen into a dangerous trap here
