Inversions can happen very easily with this type of geography after a big snow
storm, even with no people or pollutants helping it. All the cold moisture on the ground from the freshly fallen snow gets trapped when the warm air is introduced. The moisture from the snow capped in the valleys creates the visible fog and the inversion.

The pollution definitely helps and makes it worse than it would be. But the inversion would/could still exist without any pollution.
