And dust isn't really pollution. It is a naturally occurring environmental factor.
So I guess what they are really saying is that the Earth and it's naturally occurring events, like wind that blows around dust, and high pressures that cause an inversion in a mountain valley, need to be stopped.

We absolutely should legislate again wind/dust and naturally occurring high pressures that cause inversions. WE need to stop that. Maybe we can bulldoze the western mountains. That might help.
