Would not prosecuting the parent in that scenario serve some huge social benefit
such as encouraging the reporting of a major crime? Because that's the issue here; no one is saying that HC violations should be ignored just because the rape victims have already suffered, they are saying that maybe those violations should be ignored so that a much greater problem can come to light. Oh, and by the way, the victim has already suffered, so it's not like disregarding their HC issues means that there are no consequences for their actions.
