With respect to questions 1 and 2, no I don't think that rape is, generally speaking, the direct result of bad decisions. And I'm absolutely not blaming the victims for the crime. That is exactly the problem with the policy - it discourages the raped girls from reporting and thereby allows the criminal to escape accountability for a horrific crime. All in the name of enforcing "honor". It's messed up.
With respect to question 3, I think that is a question for their ecclesiastical leaders to be worked out in the context of obtaining an ecclesiastical endorsement.
The honor code office does not benefit the university community by getting involved in this stuff.
