You assume that the Big-12 is starting with the same probability as the others
The general consensus is that the lack of a CC impacts their probability of making the NC-4.
What Bowlsby is probably talking about is moving the Big-12 from their currently perceived lower probability than the other conferences to where they will be on a par with them, not gaining an advantage over them.
