I'd be happy with a program that allowed us to refinance at reasonable rates

This would be for credit worthy applicants with no income requirements (you don't have to be on welfare to quality). I know you can't repossess an education, but you also can't file for bankruptcy and with the credit requirement, I think risk would be minimized while allowing millions to get out of debt much easier.
