Recruiting "hotbed" is not the reason to expand...
otherwise, UCF, USF, SMU, UH and Tulane would already be in the B12.
Mostly, you either expand with a "Brand" or a media market that could influence the next network media negotiations. Tulane & New Orleans doesnt do either
