use it in an effort to evade trouble with the Honor Code, by a girl not thinking about or caring about the fact that the false accusation could/would destroy a guy's life.
Simple (and relatively common) scenario. She's a BYU student, he goes to UVU, so the Honor Code doesn't affect him at all. She's a semester from graduating. They're in her room kissing out after midnight, not even having sex. The well-meaning roommate turns her in to the Honor Code. In her irrational state, she's sure they're going to kick her out of school. She knows the Honor Code can't touch her if...
Sure, she can't prove anything, but he also can't even prove they didn't have sex, much less that he didn't rape her. Even if it's "unresolved," the situation still follows him around his entire life. He can't continue school, loses the trust of many friends and family members, and depending on the circumstances, likely ends up on the sex-offenders list for life.
I guarantee you there are girls at BYU so irrational they'd try it to keep from getting nailed, no matter what happens to the guy. Scares me to death that a dude could get accused of it and not even KNOW the girl, if she thinks it's her only option not to get into trouble.
