It is a situation that always existed. You could always lie to put the blame on
someone else. IF someone were to lie about rape they would be breaking the law, so in actuality, it is less likely that the rape victim will lie about this than other issues that could come up.

Also, do Amnesty for 3 to 5 years and review the results. Was their an uptick in rape reports? How many were later found to be false? How did we handle?

If there is an issue, the policy can be modified. I don't think there will be much of an issue. But it doesn't hurt to review it.
