The problem with relaxing transfer restriction is that while some guys would
transfer down, you would have tons of talented players who outperformed their projections when they were recruited moving up to the blue blood programs. If you were to do something like this, I think it would have to be based on playing time, so that the transfer restrictions were only relaxed for guys who were not seeing the field.
