yes it should be based on merit - that's why it makes no sense under the current rules that if we're ranked
10th in the country and the highest G5 school is ranked 20th that they get into the playoff and we don't.
If one spot is going to be held for non-p5 schools we want the language to read non-p5 school - we don't want it to say "the highest ranked conference champ from a G5 school"
