It's more hope than reality. LGBT letter was a tipping point.
While I agree with HarlemCoug (great guy who not only hooked me up with Prime tix to the UAz game, but let us sit with his group too) that the reasoning for excluding BYU would have been painfully obvious if they expanded without BYU, that doesn't exclude the issue that planned expansion (at least Bowlsvy's plan) was derailed by the LGBT letter.
Makes it less obvious, but the reason for no expansion remains BYUs perceived "toxicity" by B12 presidents.

I believe they know things we don't. Expansion makes financial sense for them, so it was unusual that they decided
