Doing hard things is important.
Part of that is camping in cold weather. It's about learning how to survive and enjoy the challenge of successfully doing something that is difficult. Camping in the winter isn't important. But the lessons learned from figuring out how to prepare for, and complete a comfortable, safe, and fun winter camp are VERY important.

If a camp is miserable then the leaders have done a poor job teaching the boys how to prepare for it or the boys didn't pay attention. If it's the leaders fault then they need to figure it out quickly or get released. Winter camping can be dangerous if not done with the right preparation. If the boys were given all the instruction and help needed, but chose not to prepare then they'll live through a cold campout and (hopefully with their leaders and parents help) learn from that experience and succeed next time (because quitting shouldn't be allowed, but too often is). The worst thing you, as a leader or parent, can do is to allow a boy to quit because it's hard or uncomfortable.

That's why camping 12 months a year is important. That's also why doing difficult high adventures (for teachers and priests) that will stretch both the abilities and comfort of boys is important.

Tie all these things in with spiritual lessons like you're supposed to and you will have a successful scout program that the boys will enjoy and you'll be giving them valuable experiences that will teach them to be tough and not quit when things get hard, and to rely on the Lord when their effort is exhausted and it's still not enough.

That's what I learned as a youth in scouts, and as a current scout leader that's what I try to teach my boys. I have yet to come across a boy who dislikes Scouts when this approach is taken. You make it challenging and fun and gain the trust of parents and boys by doing that.
