I don't think it does, but I think that everything that happens can have meaning
That doesn't mean that the meaning was created by God or some other deterministic force. The meaning is created by the experiencer. This is how I interpret that statement. Everything that happens has a meaning, but I decide what it means to me and how I will respond to it.
