Metaphor isn't perfect, but the gist of it is correct.
The main concept of NN is treating all bits the same, and not charging end users or content providers differently. If Comcast wants to charge Netflix more money to deliver their video to subscribers, that'd be a NN violation. If Time Warners wants to charge end users extra to get Netflix video streamed to their living room (or zero-rate their own service), that'd be a NN violation as well. We're more familiar with the former, but it's not the only thing NN would cover.
