Wheeler was very clear that the government was going to support NN, and tried ot do so using a light-touch regulatory framework. That's what the Open Internet Order accomplished.
Verizon sued because they want to do what Net Neutrality prohibits, which is treat data differently based on provider in order to make more money. The regulatory landscape was clear to them and the rest of the ISPs, the lawsuit was nothing more than a greed-motivated Hail Mary. In fact most ISPs got upset at Verizon when their "victory" in the lawsuit resulted in Title II and reclassification as common carriers.
