Title II only happened because Verizon sued over the Open Internet Order
Initially the FCC wanted to use a lighter regulatory framework, they only went to Title II out of necessity.

I'm curious about you assertion that ISPs are going to lobby to increase regulations. Which common carrier regulations do you expect they will want to enact? How will those regulations help them? I personally find the idea that ISPs will lobby to force rate regulation or something similar on themselves not particularity realistic. And ISPs seem to agree, since they're furiously trying to get NN repealed.
