It's not utah hurting you
It's the rest of the PAC 12 recruiting Utah at a much higher rate. It's hurting utah too but they're gains in California and Texas and Florida have negated the loss in local recruits. BYU has had to turn to guerilla recruiting (rm's, transfers, etc) to try to make up the difference
