Layton has pockets...
...of large low income housing units that can be rough. They have entire elementary schools where basically every student qualifies for free school lunch. They also have such a transient population kids are in & out of classes as families move around.
They also have some very nice nieghborboods and schools that are great. So you'll just want to research the area.
