That one is good in theory, until a pitcher has used all of his throws to 1st.
At that point you have essentially awarded the baserunner second base. If he can't throw over, the runner could walk to second.

Then you would have runners just baiting a throw, to make the pitcher use all of his throws, so they can take second. Which would just add more time.
