It sounds more like you aren't willing to say anything that commits you to an
area of law or location. Likely because you're afraid it will close a door of opportunity.
However, no one is going to put them self out there for you unless they believe that you will take an offer if it is extended. By trying to not limit your choices, you dissuade others from offering you choices.
It may be scary, but you've really got to just commit to something and go for it.
